EMPOWER project

The Institute of Entrepreneurship Development (iED) invites qualified individuals, teams, and organisations to submit proposals for the role of External Evaluator for the European project EMPOWER – Enhancing Mentorship and Professional Opportunities for Women through Education and Role-modelling in ICT, funded by the Erasmus+ Programme (ERASMUS-EDU-2024-POL-EXP-DIGITAL).

The project runs for 36 months (1 April 2025 – 31 March 2028) and aims to address gender inequalities in ICT education by encouraging more girls to engage with digital skills and pursue careers in the ICT sector.

About the EMPOWER Project

EMPOWER adopts a policy experimentation approach to promote gender equality in ICT education across Europe.

The project will pilot and implement two complementary interventions in primary and secondary schools:

  • Gender diversity training for teachers.
  • Inspirational role model activities delivered by successful women working in ICT.

These actions will first be tested through a pilot phase before being implemented on a larger scale across participating countries. Throughout the project, a comprehensive monitoring, evaluation and quality assurance framework will ensure continuous improvement and evidence-based policy recommendations.

Scope of the External Evaluation

The selected External Evaluator will provide an independent assessment of the project’s implementation, quality and overall impact.

The evaluation aims to:

  • Monitor progress towards project objectives and expected outcomes.
  • Assess the quality and effectiveness of the project’s methodologies, activities and deliverables.
  • Evaluate the project’s short-term and long-term impact.
  • Support quality assurance through mid-term and final evaluation processes.
  • Provide practical recommendations that enhance project quality, sustainability and policy relevance.

Main Responsibilities

The External Evaluator will work closely with the consortium while maintaining complete independence throughout the evaluation process.

Key responsibilities include:

  • Reviewing project documentation and deliverables.
  • Assessing progress against objectives and key performance indicators (KPIs).
  • Collecting qualitative and quantitative evidence through interviews, surveys and stakeholder consultations.
  • Preparing evaluation reports with findings and recommendations.
  • Supporting the project’s continuous quality improvement process.

The evaluation methodology should comply with the standards of the Erasmus+ Programme (ERASMUS-EDU-2024-POL-EXP-DIGITAL).

Profile of the External Evaluator

We welcome applications from experienced professionals who demonstrate:

  • Proven experience in evaluating EU-funded projects.
  • Expertise in education, gender equality, social impact, public policy or policy experimentation.
  • Strong analytical, evaluation and reporting skills.
  • The ability to work independently and provide objective, evidence-based recommendations.

Experience in psychosocial support, youth empowerment or educational interventions will be considered an advantage.

Applicants are requested to submit the detailed CV(s) of the evaluator(s) involved, highlighting relevant experience in project evaluation.

Budget

The maximum available budget for the assignment is:

€10,000 (including VAT and all applicable taxes).

Completion of the evaluation assignment 31 March 2028

The detailed timetable for evaluation deliverables will be agreed with the selected evaluator.
