Call for tender for the provision of expert services in relation to the CREACT4MED project.

ObjectiveImplementation of the below specific action: Translation of educational material (262 pages) available in English, provided in Microsoft Word format, into Arabic and French. The education material consists of the following documents: Bonus Module “Grant Management” (25 pages)

Format of submission of offersA technical description of the service, structured according to the above points. Language used must be English. A profile of the bidder(s) highlighting past references from at least 3 years in the business and current capacities (at least 2 CVs) to do the requested job in the timeframe assigned and respecting gender balance. Note: the CVs must refer to people who will be effectively engaged in the execution of the service.

Article 1: General Description & General Principles

The Institute for Entrepreneurship Development (hereinafter the Contracting Body) in the framework of the EU-funded project “CReative Entrepreneurs ACTing FOR the future MEDiterranean (CREACT4MED)”, GA No. ENI/2019/412-505, is looking for the most advantageous offer in combination with the relevant experience in the provision of services related to the translation of educational material into Arabic and French language.

Participation in the announced competition is open, on equal terms, to all natural and legal persons located in the countries mentioned in Annex 1 who meet the financial and technical conditions provided in this announcement and have the required professional competence and experience.

Each candidate Contractor has the right to submit a single bid both for the whole of service and not for separate parts of it as they are described in Article 2 hereof.

Each candidate Contractor can submit one single bid within the deadline stated in Article 5.

Article 2: Object of the Tender

Implementation of the below specific action:

  7. Module 07 “Pitching your Company” (13 pages)
  8. Module 08 “Internationalization in the CCI sector” (30 pages)
  9. Bonus Module “Grant Management” (25 pages)

Article 3: Technical Specifications

3.1 Project Description

In the context of the project, educational material has been developed, targeting youth and women with the purpose of enhancing their entrepreneurial potential. The material is available through an online learning platform, the CREACT4MED Training Academy.  

3.2. Detailed Service Specifications

Translation of educational material (262 pages) available in English, provided in Microsoft Word format, into Arabic and French.

The education material consists of the following documents:

Article 4: Eligibility Requirements

Participation in the announced competition is open, on equal terms, to all natural and legal persons anywhere located in Europe who meet the financial and technical conditions provided in this announcement and, at the same time, have the required professional competence and experience.

Requirements that the candidate Contractor must meet:

  • At least 3 years experience in professional translation
  • At least 2 CVs of people dedicated to the project, with respect for gender equality
  • Technical offer to be presented exclusively in English, describing how the service will be delivered by the stated deadline (30 April 2023).

Article 5: Award Criteria & Evaluation Methodology

Interested parties are invited to submit their offers via email at projects@ied.eu up to 17/02/2023, 17:00 CET, mentioning in the email subject “CREACT4MED translation service offer_Name of the bidder/company”.

The selection of the Contractor will be based on the following criteria, in the mentioned order:

  1. Lowest price (expressed in EUR (€), including VAT where applicable)
  2. Quality of the offer
  3. Proven experience and expertise of the company submitting the offer (including CVs of at least 2 persons that will be involved in the project)

Each received bid will be first evaluated according to the eligibility requirements, i.e.

  • Received by the above deadline 
  • Drafted in English only
  • Referring to all the three points in Article 4, none excluded
  • Including evidence of technical capacity (at least 3 years of experience in the business, at least 2 CVs respecting gender balance)

All participants will receive written communication of the evaluation results.

Any complaint will have to be filed until 5 calendar days after the reception of the evaluation results by email sent to projects@ied.eu .

Article 6: Conclusion and Signing of the Contract

Following the decision of the IED Tender Committee, the Contracting Body will invite the Contractor for the signing of the relevant contract. This contract will include:

  • Description of the service undertaken by the Contractor as well as the CVs of engaged people and deliverables.
  • The contractual fee determined in EUR (€) + VAT if and where applicable.
  • 50% payment will be made upon acceptance of the final deliverable from iED and 50% by the end of contract’s duration (31/01/2024).

Article 7: Applicable Law and Controversies

This tender follows the law of Greece.

Any controversy will be demanded to the jurisdiction of the Court of Larissa.

Article 8: Privacy and GDPR

IED will handle the personal data gathered during the execution of this procedure in compliance with the GDPR regulations.
