Identifying and assessing individual competencies

The European Union pays much attention to the questions of education and to the alignment of the requirements for the same positions all over Europe. These issues gained their special importance after huge waves of immigrants coming to the EU. The systems of education of the countries members of the EU have to be similar, so the people could easily move from one country to another and find a good job there. The concept of the region without boundaries has to be exploited in full. Thus, the Bologna process was implemented in the majority of the European countries. It previews the acceptance of the diploma of the countries participants of the process all over Europe. It opens new possibilities for the graduates and motivates flexibility and professional exchange.

The problem of identifying individual competencies gains its importance, especially when the refugees and immigrants are concerned. Those people have their professional skills and knowledge, but they cannot prove them. That is why the European countries have to elaborate the methods of identification and assessment of the individual competences. Danish, Swedish and German approaches of assessment are considered to be a benchmark for other countries.

This project was created in order to facilitate the definition and the assessment of the professional competencies and skills. The target of the project is to develop a set of tools and methods of the skills and competencies assessment. In addition, its authors plan to create the lists of requirements to each position in order to have an aligned approach to the same professions all over the European Union. There is not only a description of the tools and methods which can be used for competencies assessment, but also the information on their advantages and disadvantages. Thus, the workers of the educational sphere will be able to choose the methods and tools which are the most suitable in their special cases. The practical guide includes the guidelines for the assessment process and the evaluation forms which can be used in any country. All these exercises have to lead to the standardization and systematization of vocational education, professional skills assessment and diploma recognition.

The alignment of the requirements and the standardization of the assessment of professional competencies and skills will decrease the unemployment rate in Europe as people will be more flexible. In addition, it will solve the problem with immigrants and will leverage the level of vocational education.
